I don't think it's the most sensitive part, but I'm pretty sure most men would notice the difference. Not to mention possible loss of sensitivity in the head due to exposure and less possible but still possible loss of sensitivity altogether.
People talking about preferences and aesthetics and such, I will say this. The only time I'm even remotely picky is when it's going in my mouth. Then it's all about hygiene except for 1 other thing. I get a little iffy about extremely dried out looking skin. Tends to still be soft but just looking makes me think "I don't know if I want that in my mouth". I've never seen that on an uncircumcised man before. Not saying it's impossible bit I've never seen it.
