Letting them halfway down your legs is, at least, uncomfortable...at most, forces an awkward walk which can affect your physiology and have repercussions on the way you walk (or not) years later...
And if he's ever forced to defend himself, he'll have a hell of a time doing so with his stupid pants around his ankles.
I hate the look and always have. That said, I agree with Losty that dressing ridiculous is a fairly harmless way for kids to express themselves. I practically blush to remember my own 'self-expression' -- questionable and tacky even by '80s standards.
