Maybe the political cost you're willing to shoulder would be better spent there than on some duct tape law? It's just a thought. Technically, murrica got serious about guns in the contemporary sense when we noticed that the black panthers had 'em.
There is a difference between enforceable and pragmatically enforced to an effective degree. No, it is not a "duct tape law" it is a ban on the combo. Again, no different than any law that bans an illegal modification of a firearm. It is a modification regulation, not a ban on duct tape. Just like it is illegal to modify a shotgun by sawing off half the barrel. You are not banning a saw, just banning the use of the saw to modify the shotgun.
It still remains if our patchwork of varying laws from state to state are not reducing firearm violence. If they were, we would not have the sheer amount of firearm violence we do.
