In the history of natural disasters, there have been mandates that require manditory evacuations.
If the government medical experts tell you to do this or that, they are not trying to punish anyone, they are simply telling you this is what needs to be done to reduce harm.
Your first sentence makes no damn sense.
Mandatory evacuations aren't followed by everyone. My grandmother left the Outer Banks exactly one time in her 80 odd years there and lord knows how many evacuations were ignored not only by her but by others. There were a couple people left in New Orleans when Katrina went through, IIRC.
Those evacuations are strong recommendations at best and the most the government can do it warn people that emergency services may not be available to them if they stay.
You supposedly live in a coastal town and should know that.
