It is a fantastic way to hurt someone, I don't disagree. As for exerting control? I don't believe that is the intent behind it. Accessibility is much more likely a reason. It's close, it's easy, and they can have it when they desire it. There's a reason that most rapists are family members/friends of the 'victim', and it isn't often that the reason is 'to control them'.
