Not all causation is temporal. A hand being run through water causes water to be displaced. The hand does not displace water before it is displaced; both cause and effect are simultaneous.
The causation of the universe is not a single event, rather, it was the prime mover in a series of causes and effects. They are not designed beforehand, but come into being as they happen.
