Ther German term is "Fehlerkultur"
http://de.wikipedia.org/wiki/Fehlerkultur
I couldn`t find a english translation of the word. Which is why I simply used the term "historic responsibility" thinking that it might convey the correct meaning.
I translate the definition of the german article as:
Quote:Der Begriff Fehlerkultur stammt aus den Sozial- und Wirtschaftswissenschaften und bezeichnet die Art und Weise, wie Gesellschaften, Kulturen und soziale Systeme mit Fehlern, Fehlerrisiken und Fehlerfolgen umgehen.
"The term "Fehlerkultur" originates out of social and economic sciences and is used to discribe the way in which societies, cultures and social systems handle mistakes, risk of mistakes and the aftermath of mistakes"
