Maybe they are doing it in a way they don't want the North Korean goverment to know about, so they (in this story) tell them to watch the skies but the bibles are really being shipped in another way.
That is the secondary reason for stories like this or sometimes even the primary reason for them. Just like all of the false propaganda CNN was feeding us on the invasion of bagdad. The Gub-ment knew the Iraqies watched CNN too, so they had CNN say we were at one place when we were some place else.
