I think you made a leap assuming that Jacob(smooth) said that the holy spirit is in every person. Every person, we believe, is receptive to it:
Romans 1:18-20 "what may be known of God is manifest in them, for God has shown it to them. For since the creation of the world His invisible attributes are clearly seen, being understood by the things that are made, even His eternal power and Godhead, so that they are without excuse."
Actually, I'm undecided on that point. Not least because I don't believe I understand what God is except in the crudest sense. I do however think it entirely possible that god, in some form or other, exists in all of us. We give it many names, and some people are more aware of it than others but I think it's there. It's not a doctrine I'm committed to by any means but I wouldn't rule it out.
