Well, as for evidence of the fact that NASA would not settle for reusing Apollo technology for narrow goals, just look at the J-2X engine.
J-2X is claimed to be a cost saving approach to upper stage restartable engine. It was suppose to be the iriginal Apollo era J-2 engine, slightly modified to take advantage of modern manufacturing techniques.
In fact it ended up a totally new clean slate engine with only a minimum of superficial similarities with its namesake. It only kept the J-2 name to maintain the illusion that NASA saved tax payer money by reusing Apollo era technology.
