So in other words, in some other study (not mentioned) under special circumstances you get a different measurement. Nowhere does it state that this is the standard measurement.
They measure it in different solutions because depending on the cells, you get different solutions. So they wanted to know how the much DNA twisted.
Which solution did the original measurement use? I couldn't find it. Did you read the original papers? Here is a nice quote from one of them.

Here is a link that shows that DNA shape depends on what environment it is in. The examples have DNA widths ranging from 25.5A, 23.7A, and 18.4A. Where 23.7A width is the MOST COMMON.
