In some ways you have a proof by contradiction that the Quran is false. The most excellent people come from all religions and don't usually have governing power (IMO). But I enjoyed reading your arguments. I learned some things about Islam.
Of course there is good people from all religions, but, we can know people of higher wisdom will follow the truth and not incline to falsehood, the best people God would honor them with exalted wisdom since it's a virtue to seek wisdom, and they would seek it being the best people.
You really have to have faith in the Exalted Station of God and believe God raises ranks by his own very truth, to believe their exists these high ranks.
God being infinitely graceful would create infinite souls, and there is bound to be souls that incline to the most praiseworthy acts and intentions.
I believe then God creates infinite universes with infinite sentient life, and begins and seals guidance with the most sincere most praiseworthy most exalted ones where ever sentient life is found.
