It's not.
It's something that happens. Maybe it was happening to that particular sea, at the time... maybe it's just a rudimentary description of the interaction between the sweet and salt waters, like Aristotle did with his description of a projectile:
So many alternative natural explanations to how that thing is in the book... and you can only see the very unlikely supernatural option...
