Have you calculated what velocity you would need to move the emitters forwards and backwards to effect the perceived frequency of the beam at the target sufficiently to move it out of the band of a generally reflective surface using Doppler effect ?
Hint: Thousands to tens of thousands of kilometers per second.

Laser weapons also make it easier for moderately technologically sophisticated enemies to not only prevent your weapons from taking effect on their equipment, but also to use your own weapons against you.
