In 1790 the difference between the largest "Free White Population" ( which really, is all that mattered back then) and the smallest was less than 400,000. That disparity has grown to nearly 38 million. And don't forget, Wyoming gets 1 house seat for its 586,000 people while Montana's 1 million+ citizens also get just one house seat.
