I have already made the point that historic definitions of term which have come to be out of date are worthless in todays political arena.

I was racially mocked in front of a ton of other caucasians. No one stood up and said this is wrong. They just sat there like a bunch of rabbits and didn't speak up.
My stepdaughter on a school bus, when she was 8 years old, was verbally mocked saying she was ugly because she was white by a couple of black girls. No one said anything. Not the adult Bus Driver. Not the adult Bus Monitor. No one said anything.
If it had been the reverse, a couple white kids telling a black girl she was ugly because she was black adults of all ethnic groups would have jumped to the rescue.
Now why is that?
Because in America we aren't told racism is wrong. We're told racism is wrong if it's against a non-white person.
Us whites? Fucking attack us. We aren't going to say shit. No other white person is going to say shit. We deserve it or something.
Why?
Why am I sitting in my living room holding an 8 year old little girl who is sobbing because she was insulted based on her ethnic background and this is so ok no one will stand up, even the people who's that their job, that's their fucking job, to say, "This is wrong. Stop doing that."
Oh, but she's white. That's ok.
And has there ever been institutionalised and legal discrimination against white people that was inforced through executive goverment action and social norm?
What you are talking about are sad but still "only" the results of racism which came into existance and used through segments of society only, but was never inforced by law, let alone made social norm.
