That's the real problem.
It's the same in Ireland (apart from as the majority of guards don't yet carry guns, they're not as trigger happy {though again the emergency response units are trained in firearms by the FBI}). A garda sergeant who blew the whistle on mass corruption had a false allegation that he molested a six year old girl appended to his record by Tusla (the state child protection body) because of "clerical error", more likely as a culmination of years of official abhse at him for doing the right thing. The whole affair is a major scandal.
