Because any criminal is going to wait until a cop is present before killing someone. I imagine this will do a lot for police overtime and a put a big hole in the city budget. The problem is not putting more cops on the street the problem is getting guns off the street.
And because they are overworked they are more likely to overreact to a given situation. Great work Mr Davis.
