Well, we know one thing for sure.
"Someone" is deliberately trying to confuse people with those letters.

Well the argument goes something like this: "Allah out those combinations of letters in the Quran to be like "Ha! You can't know everything. I put these letters in and you can't make what the mean." it's supposed to be humbling, apparently.
