Of course it isn't a 2017 thing. It's only fairly recently, though, that we've acknowledge the extent of PTSD and have started to deal with it as a culture.

I've had PTSD. Fortunately, it was moderate and wasn't easily triggered. When it was, though, it was like reliving the trauma all over again. That's not something I'd wish on my worst enemy, but experiencing that would definitely give you the perspective you so desperately need.

There are random checking on our roads by cops to fine motorcyclists without helmet, overspeeding etc. Boys being boys have a bad habit of speeding from them instead of stopping so cops would chase them. A lot of kids would not ever stop and end up getting in a serious accident because they panic having cops chase them. Look, my point is, blacks obviously being more dope and awesome are generally more aggressive than your average Bob with a plumbers Crack. So imo cops should be given special training in dealing with those sorts of people that panic, freak out and wreck havoc for no other reason but for seeing a cop walking up to them. Obviously running them down and restraining them by assaulting them is not going to help.
People are different. Governments should realize this and instruct law enforcement officers to behave appropriately depending on the person. So far though nobody seems to be interested in actually solving the problem but yelling about it and causing all kinds of public nuisance. I think better training is the answer though although I'm 100% sure people can come up with even better solutions.
