You mean Hate Speech? Kind of. Not completely. There is a slight distinction that the US makes concerning Hate Speech, otherwise it's protected under the first ammendment.

What I am saying is that defining when freedom of speech becomes hate speech using those as a yardstick seems pointless because those things are already illegal. IOW the person perpetrating them would already be commitment a crime.
I am, BTW, not a Yank so your first amendment means little to me personally.
The link you gave is interesting though I am unsure if there have been any successful prosecutions in the UK for the offences listed.
