Easily debunked. Domain names can be purchased by anyone, and unless someone else has a valid reason for needing the domain, it's yours for as long as you pay for it. Luckily in most cases the ownership information is freely available:

Thats right Tiberius. Then you just take the info you found and do searching on it. I now have enough info on him to pull up lots of other information on him. How much his house cost, what he pays on taxes, where he works, how much he makes, etc..etc..
