I remember being lectured over it by a police officer in middle school, lectured by some lady from watershed management in 5th and again in 6th grade, elementary school teachers teach about hypothermia at some point in the year (perhaps not until 2nd-3rd grade)... edit: oh, and i think another officer lectured us in late elementary school.
Not to mention the newspaper, community talking about accidents, and if you deal with water *at all*: you will know.
