Well, protection arises from a certain level of restriction. If there were no restrictions, governments would not exist, and we would live in a state of anarchy, in which no one would be safe.
And governments are of course, controlled by their people, but also are given powers by the people to exert a certain amount of control over the people.
In that regard, governments are not a seperate thing from the people they govern, and people are not seperate from the government they make up. As such, a well maintained public order, along with social progams that allow for social progress, and steady readily available supply of basic things like food, shelter and water, along with free education, and even free electricity mean social stability. These are what countries, nations and their governments should aspire to. Can I give my people free water, food and shelter while not draining them dry? Can I install such efficient electricity generation systems as to provide my people with it? Can I make education freely available to those who want to have a better life standart and serve their people in the future?

In short, friend, social order is not easily kept in check. It requires a fairly good distribution of national resources, but also requires that any harmful effects on society besides crime, that said, things that drive people to become lazy, or become too preoccpuied with themselves, or simply disregard society for personal pleasures, while ignoring public interests.
Such things include things like drugs, alcohol, gambling, excessive media control over the public, stupifying popular culture, egocentrism and consumerism.
Any country and a good government should try to minimize the effect of these on the public.

That may be be I can't see a drink now and then is a bad thing, of-course there's overdoing it but it is self punishing. Have you thought that if the government controls less the people will have to get off there ass to do it?
Also if you ever been to the USA or UK (maybe) you will find the government is not controlled by the people but by selfish companies and major religions though lobby groups, and the presidency is almost bought in the USA. So no, no current government is controlled by it's people, its controlled by a some number of rich selfish jerks, who want to screw over as many people as possible. Any good government should let people do what they want to there selves as long as it is not affecting anybody else, how ever it should protect its people from thief's, murderers, rapists ect

Any group that identifies it'self as a group will seek to further its own needs and desires. Consequently if the people at the top of society identify themselves as aristocrats or the meritocracy they will work to empower that group.That is not conspiracy it is just the natural way groups of people work.

Also if you have a set of people who believe that the way to sort out human affairs is to put a strong man in charge, and a strong man is put in-charge and he does not sort out all the problems, they are forced to come up with an explanation why it did not work.

An easy way of doing that is to say either he was evil, or there are an evil group as powerful as him working against him.

It is no surprise to me conspiracy theories are strongest in places where the belief in the strong man is prevalent.

First men invented a god to sort out their problems, and then a devil to explain why it did not happen.

It's all a load of bullshit, in my opinion. Why would the most wealthy and powerful people in the world need a conspiracy to guide the policies of the governments of the world - it all already happens out in the open. Like Murdoch or the Rothschilds need some hooded robes, secret handshakes and a giant owl god in order to pursuade politicians to enact their prefered policies.
