Our government is so inefficient and stagnant that percentage cuts across the board are the best it can do. Can you imagine what it would be like if Congress had to through each section of the budget and agree on how much to cut?

(BTW, I'm not saying we should be thankful. I just mean that expecting them to be efficient and constructive is like expecting to win a NASCAR race with a tricycle.)

As long as you have this attitude of continous economic growth being the most important aspect you will always get this attitude from governments of 'where can we cut' rather than 'lets improve quality of life and see what we can give' ....

Funny thing I read (admittedly a news article) was that the IMF and World Bank got the whole Government cost cutting wrong.

Yes, over spending is not helpful, but then under-spending is worse.
