Someone who is far enough along in puberty to the point where they want sex, who knows how to have safe sex and who is also mature enough mentally to not be taken advantage of. The person I just described can be young - and it's okay to have consensual sex with this person, from a moral standpoint, anyway. I think the law should still go by date because having a law that applies based on subjectivity isn't a good thing, though.
