It's not a foregone conclusion that the kids will be removed if the authorities get involved.

There will almost certainly be damage done to the children if the situation is unchanged.

As someone who came from a disfunctional, fucked up home I can only say one thing:

Make the call.

Call CPS you can stay anonymous, protect yourself and the children, both you and the children are in a situation not of your making, they need outside help and you need to keep yourself safe, talking to her is out of the question.

I hate to agree with G-C - on anything - but in this case it seems like the best possible alternative. Depending on what state you live in, don't be too surprised if they do not seem overly concerned. They may not do anything except open a file at this point unless there have been other complaints and you have no way of knowing that.
