Politifact is a pretty reliable fact checking site. A study was done on their findings, comparing Republican and Democrats. What they seemed to find is that Republicans lie three times more than Democrats.

The republican already lying to himself. Both parties fall short, but the republican ideologies are built off lies, so I find this no suprise.

How did they tell the difference between a Republican lying and a Republican just being so stupid and crazy that they actually believe what they're saying?

I don't think they did. And I don't know if it really matters. One way or the other, they're passing off incorrect information; whether it's done maliciously and deliberately or whether it's done out of stupidity and arrogance, they're either too stupid or too evil to be suitable to govern.
