Obviously an incomplete Death Star needed the shield generator to be built first. Then they could focus time and energy on the more important features, such as the planet crushing super laser and the Emperor's throne.

If it needed a ground-based shield, it's safe to presume it couldn't leave orbit.

This proves the emperor was stupid and prideful, for which I agree. The Death Star was pretty much stuck there until completed anyway, and what better place for a shield generator than under a fortified bunker on a moon that is also protected by a planetary shield? So the designer was good, but the Emperor just liked giving misinformation.
