If we ever do get a nearly-sure thing, I'd bet that there would be significant competition to see who will get there first, particularly amongst the captains of industry.

With more money than you could spend in a thousand lifetimes, combined with the ambition that such people almost invariably possess, who amongst them would be able to resist the possibility of claiming an entire world?

But an absolutely psychotic hit to one's short-medium term business here on earth. Not very many people are willing to put their everything on the line for a new venture in a distant land.

Governments especially have a strong reason to extend their presence to such new planets.
