Given we have no evidence for artificial structures during the time period the next best indicator is probably geographical distribution. This immediately flags up Iguadon though as a herd based herbivore it's likely these played the role of cattle to any civilised carnivore that may have been...

If we found a fossil that indicated this type of civilization my mind would be so blown. We haven't. So I would have to say no.
