It comes right back up. I'm not losing frame sync. No errored seconds are recorded. It doesn't matter if the DS1 interfaces as a DS1 or an OC3. 9010 to 9010 works fine. 1006 to 1006 works fine.

Are you sure it's plugged in? :p

It doesn't look like any of the sixteen 1/0 cables that connect the 9010 to the distribution panels have melted, the breakers all look like they are the on position, and the lights are on so yea I think it's plugged in.

Speak for yourself, lady!
"There remain four irreducible objections to religious faith: that it wholly misrepresents the origins of man and the cosmos, that because of this original error it manages to combine the maximum servility with the maximum of solipsism, that it is both the result and the cause of dangerous sexual repression, and that it is ultimately grounded on wish-thinking." ~Christopher Hitchens, god is not Great

The restore failed because some background program was preventing it, so I had to figure out how to get in to SafeMode after all. Did that, opened the command screen, punched in the secret rstrui.exe code that my informants left at the drop spot, and it all worked. Success! Thanks everyone.

I also learned a lesson about downloading programs. While you're idly clicking "accept" and "next" on the installer wizards, you're unknowingly downloading all sorts of web browsers and add-ons. Sneaky little money grab there. I assumed programs have the same installers, but apparently you have to find clean versions. Didn't know that.
I can't remember where this verse is from, I think it got removed from canon:

"I don't hang around with mostly men because I'm gay. It's because men are better than women. Better trained, better equipped...better. Just better! I'm not gay."

For context, this is the previous verse:

"Hi Jesus" -robvalue

Gotta be careful. If you are downloading programs to install from the internet, almost by rule it will have some extra stuff coming along with it.

...don't have that problem with signed repositories...

I re-downloaded my daughters art program, Inksacpe, and the first installer had two pages of "you agree to downloading this browser and add-ons". The first page I caught and unchecked the boxes an thought I was done, the next page had an entirely different browser it was pushing with no option to uncheck it. Luckily, the main Inkscape page has a clean I stalled.

What's a signed repository?
