Hate send too many kudos Nixon's way, but I've recently watched the Project Azorian documentary. I don't know how much of launching that project was the 'agencies' doing, but if tricky Dick had solicited advice on the feasibility of the project, evaluated the proposals and then given the green light, he showed a pretty good engineering head on his shoulders.
Also, looks like the right people were involved on the design of the hardware. First attempt with that big a leap in naval architecture and engineering and to get that close to success is pretty amazing. I've had enough technical training to recognize the difficulty of what they attempted and the sophistication they achieved with early 70s technology.
If Nixon had much involvement in evaluating and approving the task, I'm pretty impressed. I'm not sure I would have green lighted it.
