His argument seems to me to be that not all of them were brutalized, therefore it was not a problem. Of course, even that is based on claims made that may well have been made under duress. Not everyone who is brutalized tells of being abused, as that can lead to retaliation. But he seems ready to believe anyone who says that there was not a problem, regardless of such facts.
