I'm uncertain as to why US government buildings would even want to fly the flag of the armed insurrection against the US. This is why French people don't demand their right to fly the Algerian flag.

It isn't a federal building. It's the State capitol.
Why they would want to fly a flag that insults a significant portion of the state's population is another story except, it's South Carolina and they are black.
