The whole point of the video is that with government funding for science being cut, less science is being done. This drastically reduces the already slim chance of anyone getting to Mars, ever (Elon Musk and Richard Branson can't do everything).

Can't afford to fund science and education, what with all the money we need to spend on subsidizing the rich, and pumping up out military budget.

Well, increasing military funding does involve science funding, to an extent. I mean, without scientists, who the hell figured out depleted uranium bullets, napalm, and Agent Orange?

Clearly he's metaphorically speaking, obviously not literal "war" but essentially a large amount of distrust and disapproval of science, and scientific discoveries. It might not be as hostile as something you would expect "war" to metaphorically stand for, but simply put; War makes for a good title, which sparks more peoples curiosity and gets the message out.
