I've not really followed the Catholic sex abuse scandals that closely. How is Pope Francis guilty? Did he cover up abuse whilst he was a Cardinal?

Church still is not paying judgments, hiding assets, withholding files and records, suing victims/families and failing to cooperate with authorities investigating abuse.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
