Both of these views are wrong. The whole earth was covered by a flood and many of the lifeforms destroyed in it became fossilized rather than decaying as they normally would. But Satan did make people believe that the flood never occurred so they had to find a new explanation for the fossils. Eventually they came up with the theory of evolution and said that the fossils were evidence of the truth of the theory.
