I am not so sure both are taking about the exact same thing. As per my understanding of the questions, the first one is asking if certain conditions can effect the production of fruit, that is more like effecting the attributes of the fruit. The second is asking whether the trees can produce anything at all depending on the conditions.

Anyway, take me as 'yes' for both questions.

Of course it is evident.  I can create conditions that will cause any tree to not produce fruit.  Similarly, I can create conditions that will produce fruit.
