I tried using a soft hair paint brush but it's no good - there's no paint brush with that long hair; the dust is between the plates and is unreachable. I also tried with a vacuum cleaner but it was no good either - the dust won't move at all. I ran out of ideas what to try to get the dust ouf there.

No he's right.

You shoot it.
"There remain four irreducible objections to religious faith: that it wholly misrepresents the origins of man and the cosmos, that because of this original error it manages to combine the maximum servility with the maximum of solipsism, that it is both the result and the cause of dangerous sexual repression, and that it is ultimately grounded on wish-thinking." ~Christopher Hitchens, god is not Great

and you won't even have to get close to the radiator.

the airstream will be vigorously forceful from quite a distance.

The first time I Googled "can of air" it showed me this, that's why I thought you were joking. Now I added "straws" and it showed me something quite different and I understood what you meant.

Just brainstorming here. . . a very thin metal ruler with a thin cloth (like a dried-out wet wipe) wrapped around it?

It's okay to clean the item with water given that your item doesn't contain electronic components. Though, it's possible sometimes to pour water on (some) electronics without causing damages to them. If your CPU or machine heats regularly this could be due:

1) Operating the machine under a hot environment
2) In PC's you might consider adding a cooling paste on the CPU
3) Fans not working properly
4) Excessive computations conducted by certain programs
5) Lack of air circulation (keep your machine in open area where air can get in and out and avoid blocking the areas where air comes out of your machine)

*Make sure you dry it out from water carefully before you operate it!
