Who was "he" talking to?
"And God said, Let there be light".

(a) Why would a god have to *say* anything?
(b) Who or what was around to hear and action the request?

Just to play devil's advocate, if I remember from my Christian days, Genesis refers to the creation of the "physical" universe. The "spiritual" realm, IE Heaven and all the various spirit creatures that reside in it, already existed. So you could say he was talking to the angels I suppose.

God was a touchy and needy kinda God, hence his admonition to have no other Gods before him. So God was just showing off to the other Gods when he created this universe.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

All part of casting a spell. You have to speak words of power, or do a ritual, or something. I know some theists don't like to use the word magic when it comes to their special god, but he's got to do something. Probably also has to do with the old belief that there is a spirit of the air, so to have something come to life you need to breathe the spirit of life in in. And of course ancient people didn't know that space is an airless vacuum.

God has all sorts of psychological problems, why should it surprise anyone that he talks to himself too?
Religions were invented to impress and dupe illiterate, superstitious stone-age peasants. So in this modern, enlightened age of information, what's your excuse? Or are you saying with all your advantages, you were still tricked as easily as those early humans?

I doubt that he was saying any words at all.  Take a look at literature through the ages and notice all the literary devices used.  Then you'll understand what is going on here.
