What can be done to minimize the numbers of people kidnapped ?

Making them EXTREMELY valuable, or making them an EXTREME liability ?

I understand this rationale, but if it was my loved one out there, there's no way I could just leave them without doing everything in my power to try to get them back. Regardless.

And making it as unlikely as possible to ever happen is the only effective measure we have.

He obviously did mean it like that. So I can only assume he's either talking crap from his comfy chair, or, which would be worse in my opinion, he really would leave his loved ones to rot - because, you know, they wouldn't be released anyway and paying would just encourage the perps.

Depends on the terrorists motives and conditions. Are they the same as in the OP? 

If they are the same, I want the others not to pay.

Sorry. I'm trying to relate it to the thread, but I didn't add in enough detail. Replace the kidnapped person in the OP with yourself, but otherwise exactly as robvalue stated. Would you want people to negotiate for you in that situation or not?
