I HIGHLY applaud this. I don't come around here as much as I used to but it's gotten to the point that when I do, I ignore at least half the threads because they have vague titles. This will be a welcome improvement.

I find the name of this annoying practice (never knew it had one) ironic because it never baited me. I've always been less-inclined to click on a thread if I don't know what it's about.
Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.

I think the only quibble for me is the fact it requires multiple violations from the same person (obviously) before punishment happens.

Which makes sense because punishment after one or two violations is rather harsh.

But in my experience the vast quantity of clickbait threads is multiple people doing it occasionally rather than a few people doing it a lot.

But really I can't think of any alternative.

At least if someone does it repeatedly then they'll have to stop or be punished.
