It was judicial overreach.  The President (whoever it may be) has the legal authority to ban anyone except actual legal citizens from entry into the United States.  No non-citizen has the right to enter the United States territory just because he wants to.

The President has the power to make immigration policies. Yes. His power is not unreviewable. That was a claim made by this administration, and this claim was rebuked by the courts. Unanimously.

Probably didn't help when Giuliani came out with Trump asking him how to make a Muslim Ban legal. After that, however the EO ended up reading, it was going to be legally and constitionally suspect.
I can't remember where this verse is from, I think it got removed from canon:
