BULLETIN:

IANMTU, It's LEGAL in California, IF the priest pays the child.

OK, we're done here.  Time to move on people . . .

From NBC:

A California Republican claims Democratic-backed legislation aimed at protecting underage sex trafficking victims actually pushes minors into prostitution.
"Beginning on Jan. 1, prostitution by minors will be legal in California. Yes, you read that right," Assemblyman Travis Allen, whose district covers parts of Orange County, wrote Thursday in the conservative D.C. publication the Washington Examiner.
Allen's attack on the "terribly destructive legislation" has lit up social media — but the intention of the law is not as alarming as he suggests, its supporters say.
Senate Bill 1322, which was signed into law by Democratic Gov. Jerry Brown in September, goes into effect on Sunday.
"So teenage girls (and boys) in California will soon be free to have sex in exchange for money without fear of arrest or prosecution," Allen wrote.

SB 1322, he added, "bars law enforcement from arresting sex workers who are under the age of 18 for soliciting or engaging in prostitution, or loitering with the intent to do so."

My take, the unintended side effects of this are unknowable to a large extent. DAs around the state seem to think it takes a big arrow out of their quiver in eliminating a means of encouraging cooperation of the minors in testifying against their pimps and traffickers. Additionally, we have legislators quite removed from 'life on the streets' thinking they know better than everyone else.

And the visuals of this are horrendous, as I think significant numbers of pedos are going to take note. And teens needing $$$$ to acquire the latest can't do with out fads.

As usual, anything that comes out of the mouth of any republicunt can never be taken at face value.

Quote:California is not actually legalizing child prostitution

Quote:The state of California has not legalized child prostitution, contrary to reports you may have read online recently.
The law, signed by Gov. Jerry Brown (D) in September, does decriminalize prostitution in the case of minors — an important distinction as the law aims to protect children by treating them as victims, not as criminals.
SB 1322, in fact, bans police officers from charging minors with prostitution. Law enforcement officials will be able to take minors into temporary custody but under limited circumstances — including if there is an imminent threat to their lives.

But you know conservatards.  Any law that tells some fucking cop that he can't arrest someone is BAD.

The unintended consequence of the DAs loosing a 'stick' to prod reluctant witnesses to testify against the pimps is worrisome, and that could very well translate into more trafficking. And having this start in Cali (instead of anywhere else) is concerning, 'good ideas' can turn up anywhere, having this one gestate in California could be foreshadowing something bad.
I don't have any stats on how many minors arrested under the old laws were adjudicated as adults, but I'd think the number would be small.

And as I noted, the optics on this are beyond horrific, except to the pedos.

I'm at a loss what's wrong with not charging minors. Is there something I didn't get?

In the view of some, it is a big step towards doing even less for underage prostitutes. If they aren't put in the system somehow, no services will be provided.

Again, I don't think very many are adjudicated as adults and put in adult prisons, but with out much impetus to charge them at all then they don't go in the juvenile system and at least have a chance at some form of rehab/counseling/education. Also, without the threat of prosecution as an adult, how many are still going to testify against their pimps ?

Granted the current system stinks, but no system at all is not an improvement. We might as well just have cops pass out referrals to the nearest rectories.

An improvement in the current system would be something along the lines of spending more money on services for teens and (IMO) keeping some incentive in the process for the teens to sincerely avail themselves of those increased services. Unfortunately California is still (IMO) teetering on bankruptcy, and in the Trump era, there will be no federal bailout lest 49 other states go belly up too, so California isn't going to do anything more that adds to their deficit problem. So they pass some touchy feely window dressing that not only doesn't cost anything, it actually saves money over what is now being done as fewer kids will feel any pressure to show up for counseling and programs, and the state isn't going to be putting the kids pimps in prison anymore either, and that is going to save some big bucks.

And pedos all over the country are going to take note. Especially ones in cathedrals in California.

You think they get "service" in jail?

I have noted twice now the threat of adjudicating teen prostitutes as adults is the 'stick' to encourage sincere and active participation in counseling and education programs with the goal of them no longer being teen prostitutes.

Here, V.

http://rights4girls.org/news/

Quote:Evidence reveals that women and girls—especially women and girls of color—are overrepresented in the commercial sex trade. In King County, Washington, where African-Americans comprise less than seven percent of the overall population, they comprise a startling 46 percent of all child sex trafficking victims. And not only are girls of color more likely to be trafficked and exploited for sex, but they are also more likely to be criminalized for their exploitation. According to the FBI, African-American children comprise 52 percent of all juvenile prostitution arrests—more than any other racial group. So who are these girls? They are girls like Sarah.
Sarah was just 11 years old when she was first trafficked in California. Walking home one day from school with a friend, Sarah was spotted by a trafficker. Once he spotted them, the exploiter convinced the two girls to get in his car. He then kidnapped them, held them in a nearby apartment, and trafficked them to buyers throughout the Bay Area. Despite being a victim of child sex trafficking, Sarah was arrested for prostitution and kept in juvenile detention for several months.
In any other situation, what happened to Sarah would be considered statutory rape or sexual assault of a minor, leading her abusers to be brought to justice. But because her abuse was paid for, the justice system saw Sarah as the criminal – landing her behind bars and holding her responsible for her own victimization. Tragically, Sarah is not alone.
Sarah’s story highlights the dangerous intersection of race, gender, and violence that too often fuels the incarceration of girls who simply need help. Sarah’s story represents what we have named the “abuse-to-prison pipeline“ – or the pathways of gender-based violence that funnel vulnerable girls into the juvenile justice system as a direct result of suffering trauma.

You are not going to stop - or even alter the behavior of the hard core - any more than anti-theft laws prevent robberies.  But they have a specific class of victim in mind.
