Should it be illegal for a man to expose himself to drugs, chemicals, lifestyle choices, etc. , that damage sperm and could possibly result in birth defects?

Heh?! Fetal Alcohol Syndrome is a known and demonstrable consequence of consuming excessive alcohol while pregnant. Those kids suffer life-long problems as a result. How can you make that comparison?
