The other problem is that "good governance" has historically been an oxymoron.


Cynical cheap shots aside, historically governance has been good enough often enough so that at the end, your life is substantially less short, nasty and brutish than those of your ancesters.

Few of the cynics who say from air conditioned comfort that humanity have made nothing but negative progress are actually willing to do without their air conditioners, much less actually trade places with those who had lived before the allegedly negative progress.  Their cynicism smacks if not of biting the hand that fed them, at least of tsking at the hand that fed them.

I would tend to lay that at the feet of dedicated scientific researchers and engineers, who have not always been supported -- and frequently hindered and opposed -- by their governments.
