Whether he stole it or not, he has to do something to gain support in the streets. If the people start revolting, like they did in egypt or libya because of a rigged vote, he'll be exposed. But with majority of anger is towards a pastor in Florida, people won't get worked up about his corrupt ways. The majority will protect his reputation on the streets.

These people have weathered through decades of war and understand "accidental" death. The quran-burning is a direct insult to each individual and thus a good focal point to direct their anger.

Our planes habitually kill civilians. Doesn't he think he can get them worked up about that?

Yeah, pretty sad when people will get more upset about the burning of some stupid book than the deaths of their own people.
