I don't know about the "last," and he looks too much like Santana to be scary when he twirls anything, but he's a nutter all right. I hope they bag him and indict his ass.

Gaddafi sucks ... I don't think he can do much harm to Europe because he doesn't have that much support except for the Libyans (though definitely not all of them).
Even if he did attack Europe, he'll be just giving Europe and the US more of a reason to support NATO's military operation in the country, which will play into their own hands. Interestingly, I read in a local news article that ten nations were getting ready to attack Gaddafi's forces way before the latest speech. So, if Gaddafi does anything, he's going to be a perfect scapegoat, and then the West can even flatten out his country for that reason alone.

Mankind's intelligence walks hand in hand with it's stupidity. Being an atheist says nothing about your overall intelligence, it just means you don't believe in god. Atheists can be as bright as any scientist and as stupid as any creationist. You never really know just how stupid someone is, until you've argued with them. 
A declaration of war changes nothing. He'd be much scarier if he attacked with no warning. And formal statements like this are only going to get him in trouble.
