I doubt it. The case you're referring to is, I think, Leavitt, the WH press secretary, not Noem. The incarcerated lady is a common-law in-law who is separated from Leavitt's brother. Her brother and this incarcerated lady have joint custody of their child.
I suspect this is a targeted snatch-n-grab in order to help Leavitt's brother gain full custody. The American family is probably pretty darn happy.

He's just catering to the conservative misconception that anything can be done regarding the war on drugs. Personally, regarding that, I'd completely restructure the pharmaceutical sector.

Actually, a lot can be done to address the drug problem in the US, primarily collapse the demand. Claw back the obscene billions give to ICE and the money being used to blow up boats and open a fuck ton of addiction treatment centres.
